Complaints

Has the Accreditation Commission reached a decision and you would like to lodge a complaint against it?

An HEI directly affected by the accreditation decision reached by an ASIIN Accreditation Commission may lodge a complaint against the decision of the Accreditation Commission. The complaint will be discussed by the agency’s separate Board of Complaints.

The following conditions apply to a complaints procedure:

Persons entitled to complain

The complaint may only be lodged by the HEI directly affected by the decision of the Accreditation Commission.

Form and deadline

The complaint may be lodged within a month after receipt of the decision from the Accreditation Commission. The HEI must submit the complaint in writing, including substantiation, to the ASIIN office.

Admissibility

The complaint may only be based on the fact that the decision of the Accreditation Commission violates the “ASIIN General Criteria for the Accreditation of Degree Programmes”, the structural provisions of the Standing Conference of the Ministers of Education and Cultural Affairs (KMK) or the provisions of the German Accreditation Council.

In addition, the complaint must be submitted by the HEI entitled to complain at due date and in writing.

Procedure

The ASIIN office will present the complaint at the next meeting of the Accreditation Commission. Should the Accreditation Commission find the complaint reasonable, it will find a remedy for it.

Should the Accreditation Commission not find a remedy, the ASIIN Board of Complaints will decide on the complaint.

Hearing

Prior to the decision of the Board of Complaints, the complainant, a member of the audit team and a member of the Accreditation Committee must be given the opportunity to present an oral or written statement.

Actions

Should the complaint be lodged against a condition expressed by the Accreditation Commission, the deadline for meeting the requirements of the condition in questions will be delayed until final decision on the complaint.

Should the complaint be lodged against a discontinuance of the procedure decided by the Accreditation Commission, the current deadlines for the entire procedure will be delayed until final decision on the complaint.

Possible outcomes

  1. If the Board of Complaint establishes that the complaint is inadmissible it will dismiss it
  2. If the Board of Complaint establishes that the complaint is justified in parts or in its entirety, it will revoke the decision of the Accreditation Commission and refer the procedure back to the Commission with a statement. The Accreditation Commission must take the reasons for the revocation of the decision into account when reaching a new decision.
  3. If the Board of Complaints establishes that the complaint is unjustified, it will confirm the decision of the Accreditation Commission

Board of Complaints

The task of the ASIIN Board of Complaints is to review complaints lodged by HEIs against a decision of the Accreditation Commission within an accreditation procedure and to establish the resulting actions to be taken. The complaints procedure to be applied is stipulated in the rules of procedures of the Board.
